I have a 3.4 gpa unweighted and very little extracurriculars. Do I still have a chance to get into a UC?
not really a complete picture but, a 3.4 will make all of the UCs a reach.
Depending on your test scores and what you want to study - Chico, Sonoma, Sac, SF Northridge, San Marcos and Fullerton are all worth a look.

First make sure you 3.4 GPA is the Capped Weighted UC GPA. Here is the calculator:

If your UC capped weighted GPA is 3.4, then your best chance at a UC would be UC Merced.
What are your test scores? HS course rigor?
Although the UC’s are very GPA focused, your test scores, essays, HS course rigor and EC’s will all be taken into consideration along with intended major.

It is fine to apply to some of the UC’s as long as you know the majority will be Reach schools. You could be competitive for several of the Cal states as posted by @NCalRent.
