<p>At my son's high school financial aid night they told us we should put yes even if the student is not 18 yet. They said putting no could affect federal aid being processed.</p>
<p>jjcddg is correct. Just answer "yes" and things will go smoothly. Answer "no" (even if because the student is currently 17) and your application gets flagged, and can't be fully processed until you change it to "yes." That's what happened to us a few years ago.</p>

In most cases You have to register if you are a resident of the US even if you are not a citizen.
