FAFSA elligibility?

<p>Ok, I don't understand the first requirement. I know I am not a citizen (yet), but what on earth is "eligible noncitizen"? Green Card holders only? </p>

<p>My green card is pending and my faimly files US Federal tax return. Am I an "eligible noncitizen"?</p>
