fafsa for scholarship

My parents tell me that there is no need to fill out fafsa because we might not qualify for federal aid, but is it true that you still have to fill out the form to get scholarships from colleges?

Sometimes. You'd have to check the requirements for the specific scholarships. Also submitting the FAFSA would make you eligible for unsubsidized federal loans regardless of your financial need (or lack of it.)

bump bump...
can i fill fafsa out after i find out what college i get into come march-april or even during sophomore year of college?

Yes, you can, but you may have already missed out on money on those colleges that will only give out scholarships to those who have filled out FAFSA. Check each of your colleges and see if any require FAFSA for their merit money. Also be aware that if you want Stafford loans, you need the FAFSA completed.
