<p>No, there are also academic/talent/leadership/sports etc. scholarships that are NOT need based.</p>

<p>Definitely yes for any need based money such as loans (even non need based unsubsidized Stafford loans require FAFSA to be filed), grants, work study. </p>

<p>Maybe for merit based money such as merit scholarships. Some schools require you to submit a FAFSA to be considered for merit aid. Some do not. Check with your schools for their requirements.</p>
