You need to run the Net Price Calculators for your schools. They are available on each school’s web site. That will give you an idea if you need to get a loan.
Do you need Federal Financial Aid? Some schools also use this form for their financial aid and or merit-based scholarships.

I would prefer to avoid loans and have my student get exclusively merit aid…… What do I tell a college that tells me I MUST submit before they process my app
As noted above, some schools require the submission of FAFSA to be eligible for merit aid; maybe this is the policy of schools that are telling you that you must submit FAFSA before the application for admission is processed. I can’t imagine that a school would require this independent of any need- or merit-based aid evaluation. If you are finding that this is in fact the case, please tell us what school it is.

If a college tells you they require the financial aid applications prior to processing your request for even merit aid…you must adhere to their requirements…or they won’t process the aid request…at all.
In other words…if a school requires the FAFSA for merit aid consideration, if you don’t submit it, your student will not receive merit aid.
The FAFSA is not available for submission until January 1, 2015 at the earliest. Are you saying that schools want your FAFSA before your application for admission is considered?
Are you instate for Penn State? How do you know the EFC if you didn’t file FAFSA?
I would file FAFSA and PHEAA application if you are PA residents because even if you don’t qualify for federal Pell grant you might still qualify for state grant and subsidized loans. You never know if you might need loans.
couple years ago i was told I had to submit….I am going through again with another student……I just don’t like giving away my financial position……

You don’t have to tell any school your financial business if you’re willing and able to be full pay. If your student wants access to the federal student loans, then you have to submit the FAFSA.
