Hi I failed calculus 3 times at community college. Would it be best to take it when I transfer to SF STATE or take it at another community college ?

Hard to say without a lot more info.
If it is a required course for your major - then they won’t take you until you find a way to pass the course.
The F will also have a big impact on your GPA which could also keep you out.
I’d call or visit SF State and see what they have to say.
What is going wrong? Have you had the same instructor each time? Have you sought tutoring?

You probably should not take Calculus again, until you pass a pre Calculus class easily.
