So, I am a junior in high school. I am failing chemistry. There is 20 days left of school.
I am guessing I will pass the year with a low D.

Would it make a difference to colleges if this summer I took chemistry at a community college?
Like would that get rid of my high school chem grade, or like what?

If you take Chem 101 at a CC, the grade will stick with you your entire college career so make sure you devote enough time to get a good grade. Nothing will get rid of the ‘D’ but if you get a better grade, that will obviously show improvement.

If you’re not good at chemistry or just not a “science” person, I wouldn’t recommend taking a summer class in it. You’ll be getting a lot of information and work thrown at you. Also, it should be harder than a high school class, so take that into consideration. You’ll also need to ask your high school if they’ll let you replace it on your transcript- they might not, after all.
