Failure in urgent need of help and constructive criticism

Thanks guys for the great advice about taking classes to boost up GPA. Unfortunately, I have no choice but to take the courses for my major otherwise I might just have to stay at CCC for even longer (like 10 years or more!).

I have a W and an F on my old transcript that hasn’t been cleared yet. The class I got an F on I repeated twice and can’t repeat it again unless I petition for a repeat; however, at my new CCC I can still take a class that is the equivalent of this failed class - will doing this overwrite the F from my old transcript?

Also, will a W and an F that hasn’t been overwritten (“class retaken”) on my old transcript still affect the chances that I’d successfully be admitted into the TAG program even though you have a (assuming) 3.0 GPA or above a year later or so when combining the old and new transcripts?

If I meet just the minimum requirements for TAG later on, will I still be accepted into TAG or can I still get rejected because there are others who have higher GPA’s and better looking transcripts than me? Let’s say your major is selective. Will being admitted into TAG still guarantee admission into the major (once you finish all the prereq classes and kept the GPA requirement for that major of course) or can you still be rejected (assuming you kept up your grades that fall)? If not, will ECs or the personal statement be the “make or break” decisive factor?

Does race (affirmative action) matter like it does in high school or not when it comes to CCC transfers (and TAG for that matter)?

Sorry if I sound like a total noob if they’ve been answered before or can be found on some FAQ.
