Did CSUFullerton ask for transcripts for freshman admits before granting you admission? Or did any of the Freshman applicants get accepted first and then had transcripts requested by CSUFullerton?
Most Freshman get asked for 7th Semester transcripts on To Do list and send them in before the March Deadline. So yes, If I understand your question? Most acceptances do come this month (FEB) before that March deadline, but Im not sure if you delay acceptance by not submitting 7th Semester transcripts

My son is a mechanical engineering student who will be graduating in June 2019 if all goes well.
If you need on campus housing commit as soon as you are accepted. The halls are not much different than other schools, but the suites are really nice. My son has been in the suites for two years now and really likes it. Clean, newish, roomy, and convenient. Some freshman do get placed in the suites. I remember last year my son told me less than half that wanted on-campus housing were able to get housing.
There is definitely a shortage of on-campus housing at CPP. The school is out in the stix, so other than University Village there are not a lot off-campus options close to campus.
The admission process is chaotic so be patient. For those wondering about notification dates. For transfer students in impacted majors the announcement did not come until the second week of March. I can’t speak for freshman, but CPP was the last my son heard from.
I am actually afraid of my son getting accepted now. 
Not because of the housing, but because of what you said in the other thread regarding the failure rate of engineering students. Yikes!

No - transcripts are not listed on my son’s To Do list. It does show “Enrollment Confirm Deposit” now.
Enrollment confirm deposit in the only To Do List item , prior to accepting offer. Not sure after accepting offer
