<p>Sometimes I think in the case of remarriage it’s easier to think about it in terms of household income, not who is biological and who is not. Your family consists of you, your mom, your stepdad and how ever many other kids live in the household. The FAFSA is based on that household income of the two married adults. Whether or not he “pays” for your college or not is a separate discussion…and it occurs in households with two biological parents where one or both parents decide they won’t be paying for their child’s college education. Perhaps if you explain it to him, that filling out the form is not an obligation to pay (as others have said) but that if he does not fill it out you will not have access to any assistance form the government or the college he might be more comfortable.</p>
