You can’t do this simple because of the handicapped- and you can’t always judge the handicapped based on appearance (that’s why there are several laws protecting them).
Ie if someone has a knee injury, you may never notice it if they’re walking on a flat surface, but it would be all but impossible for them to climb stairs.</p>
