Fee Waiver Help

<p>I'm in the process of applying and used fee waivers for my SATs. I have unfortunately used all four of my free score reports. I finished taking the tests in October and still have two schools to which I need to submit my scores. It would present a hardship for my family to pay for the reports I still need to send to schools, and the CB doesn't allow fee waivers solely for score reports (4 come with a test registration) so I was thinking: theoretically, couldn't I register for another SAT with a fee waiver, not take it, and benefit from the free registration-time score reports? Would this work? Is this unfair? Have folks run into this before? Am I missing something? Any advice or help would be appreciated.</p>
