Fee Waiver Question

I submitted my application to Emory and Oxford and on the Common App, I checked that I qualify for fee waivers. I have some from the College board, but I heard my guidance counselor could send in the request. On the recommender page, it says
Fee Waiver Downloaded:
School Report Downloaded:

What does Fee Waiver downloaded mean? Did she send in a request?

Also, with the Collegeboard fee waiver, could I just mail that in?
