Since I can't get a fee waiver until school starts, does that exactly mean I can't sign up (with a reduced price, that is) during the summer so my testing center doesn't become full?

Is there a way to reserve a seat, get a fee waiver early, RESERVE a fee waiver for later use (after registration), etc. to overcome this? Or are we low income people just at a disadvantage?

According to collegeboard.com:
Online Registration
If you wish to register online and are eligible, your counselor will give you fee-waiver information, including a 12-digit fee-waiver code. When you are asked to enter your fee-waiver code during online registration, enter the entire 12-digit code. This code can only be used once.

All I can suggest is that you try to contact your counselor in case he or she is still at school now.
