Well, I was supposed to have a job in September, but a freeze occured. My parents could only pay for a couple of apps, but they tell me that it would be hard to pay for more than 2. Unfortunately, my family income is around the 70th percentile for a family of 4. I already got 2 waivers for an award I won. Is there anything that I can do to get more waivers, or am I stuck?

Ask the admissions offices at the colleges that interest you.

Make sure that you’re applying to colleges that you likely will be able to afford. This includes colleges that are generous with financial need (most colleges aren’t), and colleges that you can commute to.

Also talk to your GC about your financial situation.

Keep in mind that if you can’t afford application fees but your income is in the 70th percentile, you may not be likely to get any need-based financial aid.

There are several lists here. Note that some have restrictions, such as a campus visit or legacy. Some have a reduced fee if you apply online.
