<p>Generally yes, but it depends on the fellowship and the department. For example, the NSF permits fellowship recipients to do a reasonable amount of work (paid or not) that contributes to your actual education, but would I suspect object if you were working so much that it was interfering with said education. Any individual or fellowship may prohibit double-dipping, as many such institutions would prefer to award more people than simply give more money to fewer people.</p>
<p>Also, you would almost certainly be hired as an hourly assistant rather than receive a fixed wage - traditional RA position costs are dominated by the tuition waiver, and if you do not need it then it makes more sense to just pay you as an hourly employee.</p>

<p>Also, realize that even if you do get a fellowship, you will essentially be an RA whether you are paid extra or not. You just have more control over who you work with.</p>
