It looks like it is to schools where the student SEEKS to be enrolled so that would be for schools the student has applied to. This allows the HS to talk to the college and send their transcript.
Suppose a student applies as a freshman and assigns officials from his HS as recommenders, etc. He attended a post secondary institution briefly, but a transcript isn’t available.
The FERPA release authorization is done before the HS recommenders are assigned.
Does this give the schools the right to contact the post secondary institution without the student’s consent?
Re: post #4. What are you asking? Are you asking whether a high school is allowed to contact a college to which a student is applying? Your post is really confusing. I am well-versed in FERPA regulations, but you need to be more clear with your questions before I can answer.
Just explain what the issue is that led to you wondering about FERPA protection.
If I understand your question, the answer is likely No.
Student attends post-secondary school, aka college A, for a short time. No transcript.
Same student applies to College B as a Frosh, ignoring/hiding the fact that student attended College A.
Can college A release info to College B? (probably not, without your signature and request for transcripts)
However, if your HS has a note on its transcript that noted that you attended post-secondary school (College A) for a period of time, College B will see it (obviously).
But here’s the rub: if College B ever finds out that you ignored your attendance at College A during the application cycle, they could expel you later (after admissions) if/when they find out. Heck, if the fraud is significant enough, College B could even cancel your graduation and pull your diploma.
