so you think its harder for internationals than OOS?

this has already been stated...for fall 2005, acceptance rate for OOS was 20%, international was 12%

conclusion: YES it is harder, as it is for almost any school in the US

ohhh, but can you give me some specific idea about that like the differences between international and OOS on something such as SAT score?

I don't think such data exists, but I can tell you my stats...I got into the college of engineering (I'm from canada too)

SAT I: Math-800 Verbal-700 Writing-740
SAT II: Math IIC-800 Chinese-800 Physics-780
AP (I don't think it matters that much): Calculus BC-5, Physics C Mech-5, Physics C E&M-5, US History-4
GPA: 98.1%
Extra curriculars: varsity tennis, varsity fencing captain, math honor society president, fbla secretary, a bunch of musical stuff
volunteer activities: chinese orphanage, local library, chinese school

My friend who I went to school with is OOS and he had 2140 SATs and a 99.1 GPA, but fewer extra curriculars

I hope that helps.

lol, I am a chinese too, and I want to apply to the business school, my scheduled score will be like yours too, maybe a bit higher in English sections, less activities though

Because it is a public institution funded by the tax payers.

but OOS doest pay the tax to it

I have no idea but would guess it is.

Lower percentage of students accepted does not mean that much without knowing anything about the students applying. Am I saying the internationals are weaker students? No, I bet they're stronger with regard to test scores and GPA on average compared to OOS students applying to Berkeley, but unless that is the case, and unless you talk about the number of students applying, 20% vs. 12% is pretty meaningless.

if internationals are stronger but have a less acceptance rate then it really shows that its hard for them, for me..

Sure, if those two are true. Not like it's easy for Americans or Californians, but it's easier relative to internationals if those two are true.

ah oh, slightly dangerous for me then,,,, will that help me if I apply as early as posible?

If there is something that you are unable as a person to change (and this does not exclude much), you shouldn't worry about it. You can only make your application as good as possible and hope for the best. I would apply early, but I don't think you will find too much of a difference in result regardless of when you apply (if it's with the same application). Basically, if I were you, I would apply about in the middle, somewhat on the early side, make the best application possible, and not worry about it at beyond that.
