<p>My situation is rather odd. I'm an American citizen living abroad; my parents, however, aren't American citizens and therefore have never filed for federal tax returns. So basically, I don't know which forms to fill out.</p>
<p>Definitely contact the office. My parents had questions as well and they were very helpful. Make sure you fill out the one page Cornell form so they know you are interested in receiving aid, and from there they can tell you what you're missing.</p>
