I have to say out of these:
UCLA-high reach
UC berkeley-high reach
UC san diego-reach
UC santa barbara-low reach/match
UC davis-reach
USC-reach
cornell-high reach
vanderbilt-high reach
emory-reach
Michigan-Ann Arbor-reach (the average GPA is about 3.8)
Washington university in st louis-reach

I don’t mean to be pessimistic, but your GPA weighted is on the very low end for these schools. While your SAT score is on the high end for all of them except Cornell and Vanderbilt, colleges do look highly on the GPA, so I’m not sure if you will have much luck with the schools. Your best chances like with UC Santa Barbara.
