raising your SAT scores will help for some of the top colleges on your list like mit
I think your college choices are good, enough fit/safeties to be safe.
penn, hyp columbia and MIT are still reaches, but you have some chance at least, so definatly try.
cornell, wash u should be low reach.
other colleges, you should be fine for.
