<p>Here's the reason I think UCB is a reach:
They have the second best undergraduate engineering program in the country. Their Bioengineering acceptance rate is 13%. It's not that easy to get in there, especially with your mediocre test scores and low GPA. On top of that, your EC's are decent, but do not portray you as an engineer. You have nothing related to engineering.</p>

<p>Somewhat weak GPA, okay SAT scores, good SAT IIs, okay ECs (but good leadership), good community service, and somewhat weak honors/awards. Since you're applying to a competitive major, it'll be a bit more difficult.</p>
