<p>The only disadvantage that you would have is that you aren’t a resident for any state, therefore you would be charged OOS tuition rates for any publics you attend - unless given scholarships to overcome those costs.</p>

<p>But I am although the student doest reside in the states, his father does and therefore he is regarded as a lawful resident of the state of Florida.</p>

<p>Residence regulations vary by state. Your friend should take a look at public colleges and community colleges in Florida as possible financial safeties if he qualifies for in-state tuition there.</p>

<p>As a US citizen, he can file the FAFSA, and so is considered a domestic student for financial aid purposes. The international admissions officers may or may not be called in to help interpret his school records depending on the type of school he has been attending while living overseas.</p>
