If a college request IRS1040 just 10 days before decision day is that a good sign?

Depends on the college. But in general, read nothing into it.

I would think that they would not waste their time doing financial aid process until the admissions department had made a decision but I guess they have their process. We’ll hold our breath for next 10 days.

I think what students don’t understand is that the admissions’ department and the financial aid departments, at a college, typically don’t share the same offices. When you apply to a university, and you check that you need financial aid, the FA office receives a copy of your request. FA begins to formulate a package, based on your needs, and their finances. They try to get an aid package ready, at the same time that the admissions offices plan on releasing their decisions. The financial aid office doesn’t know, initially, whether you will be admitted. Their job is to figure out your aid just in case you later are admitted.
