Financial Aid and Early Decision 2 for International Students

I have applied Early Decision 2 as an international student with strong credentials. Will this improve my chances of getting the best financial aid since I can decline the college's offer if I do not get a financial aid package that can make attendance to the college possible?
I can only afford to contribute $5000 per year and will be needing a substantial financial aid package. I was hoping that since I am obliged to attend Wooster if I get in, they will give me the maximum financial aid possible to cover the fees.

bump bump! Guys!! I’m anxious, please help!!!
My scores are SAT: M 740 CR 680 Writing 680 E 12 ACT: E 30 M 35 R32 S 22 E 09

Wooster expects Internationals will on average contribute 50 percent of cost after their aid package. Cost is over 50k. It might be hard to get 45k plus.

Financial Aid Awards
Financial aid awarded to international students is largely based on your family’s financial circumstances. Most of our admitted international students will be able to contribute over 50% of the comprehensive cost of attendance. Merit only scholarships are also awarded for outstanding applicants.
We offer a limited number of financial aid awards that exceed $30,000 per year, including a few that cover the comprehensive cost of attendance (tuition, room & board).
We’re not able to offer financial aid awards that cover airfare or incidentals once you arrive at the college.
