My daughter was wait listed at several schools. One of which she does want to pursue aggressively, but that school is telling us that there is NO financial aid for students coming in off the wait list (except federal loans-$3800)? Does this sound odd, or is it the norm? They say they use every penny for the rest of the regular admitted class and historically unless there is some life tragedy, there is little hope. At first, I thought they were trying to scare students off the list but now I think not! Wow, should I be concerned that this is how they view "wait list" students? Any insight is appreciated.

Well, if it were me, and I was the school, if there were ANY SLIGHTEST HINT, at the possibility of me awarding you FA coming off of the wait list, I would tell you that there IS a slight chance that some additional aid may be coming your way.

The fact that they are telling you this info that NO AID is available, my thought would be that there isn't any available to students coming off of a wait list. Just my opinion though

I think this is the norm.

I think your information is accurate. I spoke to an adcom and they said that is one of the reasons they don't rank waitlists. Thier first offers would probably go to kids who can afford the ride. It's unfortunate but I think it is a reality.
