<p>Since upenn does not offer need blind admission for international students, i feel like their financial aid is first come first serve. Also they're website states " we often turn away students who we would otherwise accept because we have exhausted our financial aid funds"- notice the word EXHAUSTED. Doesn't this mean that they give most of their money according to who asks for it first? I'm terrified, because I'm not ready to apply but i feel like i have to!</p>
<p>Err, I don't think so - that might just have been an unfortunate choice of words. I think what most schools do is to try to assemble the best class with the limited amount of international FA available, so your chances of getting in is better if you just ask for US$10k instead of a full ride.</p>

<p>Frankchn is correct. When a school is not need blind, then your ability to pay becomes a factor in the admissions process. Those who need less of the colleges resources are at an advantage over those who need more. </p>
<p>The school has a small limited budget when it comes to accepting international students. Once the money is gone "exhausted" there is no more funding (I just went to a elite college open house this morning where the director of FA stated that they only fully fund 3 international students per year).</p>
<p>The example given is prime: amongst 2 similiarly qualified international students, the one who only needs $10k will be admitted before the one who needs $40K. The school can fund 4 sudents who need $10K each at the same cost it funds the one student who needs $40K.</p>
