Which all universities in the United States give need based financial aid for international students?
There is no special list for that because their policies can change from one year to the next. You need to check the websites of each of the places you might be interested in.
The amount you need makes a big difference. It isn’t hard to find a college that will offer partial or small token scholarships. Full rides are extremely rare (and are often given by colleges that are very hard to get into), and even if you get one, you should expect to pay your own travel and visa costs, dorm and school supplies, and personal spending.

Some schools in the US need-blind and need-aware categories also meet need of internationals.
There are only 5 colleges in the US that are both need blind (which is an admission process) and meet 100% demonstrated need (which is a financial aid process) for international students

Yale
Princeton
MIT
Amherst
the admissions rate for international students are in the low single digits. At all of the other schools, your ability to pay will be a factor in the admissions process.
Well…either your ability to pay will be factored into admissions and/or the colleges don’t meet full financial need.
There are:
- Colleges that meet full need for all accepted international students (some of those are need aware for admissions...)
- Some have limited financial aid for international students.
- Some give NO financial aid to international students.
