Financial Aid for OOS Students at Public Universities

Hi -
I'm an international student planning on applying to various colleges in the US. I was wondering if any of you lovely people could tell me which of the top public universities (UNC, UVA, Michigan, Minnesota etc.) offer the best financial aid for OOS students? I'm especially interested in their merit-based aid programs, but any thoughts would be very welcome. At the risk of sounding arrogant, I'm probably a fairly strong applicant - good ECs and decent exam results (2350SAT1 and 3x800 on the subject tests).

Thanks,
Jo

OOS and Intl. are not the same thing at public universities.

FA generally refers to need-based aid and is distinct from merit based aid. Are you interested in both or just merit?

For instance, UMichigan gives requirements for Intl students and lists merit aid opportunities for students from specific countries:

[Office of Undergraduate Admissions: Requirements](http://www.admissions.umich.edu/intl/requirements.php)

FA for Intl students at UMichigan:

[University of Michigan Office of Financial Aid: International Students](http://www.finaid.umich.edu/apply_and_receive_aid/applying_for_aid/international.asp)

UMichigan lists general merit aid available to in-state and OOS, but I don’t believe to Intl students as they are not indicated on the table:
