So I was accepted into CCU MT, but I did not receive any merit money. I got a talent scholarship, but as an out of state student, that leaves over 20k. Is there any other way to make CCU a realistic choice?..without going 80k in debt?

What state are you from? There are a few that have an application so you can receive in-state tuition at CCU for certain majors like the BFA in MT. I know Maryland is one of those but I think there are a couple of others as well. Each state is different so you have to check your home state to see:

As kksmom5 pointed out, what about need-based aid? I found the people in financial aid to be very easy to work with. You can always contact them, and of course Ken, to see if there are any other options for you.
