do UCs see first semester grade of senior year before they make decisions??

Nope, which is absolute BS.

If you appeal (if you get rejected), then they see them, but they don't see them on regular applications. Sometimes I heard they ask you for them, but that's not too common.

They might see it, but they won't let it impact their decisions. Even when you appeal, they clearly state that senior year grades will not be a significant enough grounds for appeal (as though not enough people have tried to use that one) During this year's admissions, some people did get called on it, but the general consensus for these people was that they were on the borderline of being accepted/rejected and the schools needed some extra info to make a final decision (don't know how many of them ended up though)

The only UC applicants whose first semester senior grades are considered are those who are chosen to undergo the augmented review process which, as the above poster noted, is generally used for borderline applicants whom the admissions office wants more information from prior to making a decision to admit or deny. Even then, I don't know if this is standard at all the UC's; it is at UCLA and Cal.
