On this you get kind of screwed over. The main pool complex near the RSF/Haas (Spieker Pool) has an erratic and very limited schedule of availability to non-athletes, because it's the main pool used by the swim and water polo teams. So if you want to swim, you have to go elsewhere. The Clark Kerr pool is crap (they literally pour chlorine into the pool with buckets, hurt my friend's eyes when he tried it); Hearst Pool in Hearst Gym (it's alright, although the lifeguards can get on your ass if you swim too fast in the "slow" lane, or vice versa). There's also a pool in Strawberry Canyon, but it's a small car drive, too far for most students. So if you really want to swim, I recommend the Hearst pool.

ok thanks Strykur!
