<p>j-dom, I'm not sure I understand the question - in Texas if you are in the top 10% of the graduating class, there is no set SAT or GPA that you must attain - you just have to have a GPA that is within the top 10% of students in your class. For example, if there are 100 students in your graduating class, you are in the top 10% if you are ranked 1-10 of all the students. </p>

However, that's doesn't imply you will attain a spot in the program that you applied for.
For example, lets say you applied to UT's business school (McCombs). If your stats are not good enough, you might not get a spot in McCombs.
You might be put into a different department (lets say liberal arts) and then you could take a transfer (assuming that you have done well in the classes you took) to McCombs.
In the Texas Common App, there are three majors you have to fill in.
Your 1st Choice, 2nd Choice, and 3rd Choice.
If you don't get accepted to 1st choice, you will be considered for 2nd Choice.</p>
<p>I do not live in Texas but I heard that if you ranked top 10% of your class, you are automatically accepted to most state schools. Other factors usually do not matter. It is a widely debated policy and viewed as unfair by people form competitive schools where it is difficult to be in the top 10%.</p>
