FOR IB/Hedge Funds: Is an engineering/CS degree more lucrative than econ/finance?

especially if u are at a state school and not at Wharton or harvard

yes definitely

Why are you saying more lucrative? AN ENG/CS degree may or may not give you a better chance at an "IB/hedge fund" job, but once you get the job your major is most likely not going to be a factor in your starting pay; thus, an ENG/CS degree would not be more lucrative.

All right. Let me turn this around then. Is an Eng/CS degree from a state school worth more than an econ/finance degree from harvard/wharton?

Absolutely, unequivocally no! On average the Harvard/Wharton econ degree is worth MUCH more (provided GPA is about the same, obviously we aren't going to compare a 4.0 from a state school to a 2.0 from a top school).
