There are lots of schools that do academic acceptance separately - so kids would be in the normal FA pool there - you just may not WANT the aide if kid is not accepted to preferred major
D2 has gotten a number of academic acceptances; many of which have included the FA package. I had not included a few others for FAFSA reporting (you end up having to delete all the schools and do it in a few rounds depending on ## of schools) so in situations where FA is not strictly scholarship/merit, we don’t know those numbers. Obviously, we don’t have any information on talent awards. You are correct, though. D1 was on a number of waitlists last year. She came off the last two days before the acceptance deadline and neither school offered much by way of financial assistance.

@artskids that’s exactly the scenario I’m afraid of (getting accepted somewhere right before the deadline and being to late to receive FA.)
It was an issue @MTMOM17. Her last two admits from wait lists were schools #1 and #2 on her list so she was going to one of them! She had some nice earlier FA offers that we let go of so those schools would have had a little availability if that is indeed how the whole thing works!
