Actually, an advisor came and spoke to my school today, and I specifically asked him about this. He promptly answered by asking us to look at statistics. Yes, 20% of the freshman class is foreign. Yes they enrolled 41% of international students offered admission.

However, it works both ways. 41% of students CHOSE to accept UW as their school. In the past, that number was about 20%. Which makes sense, as in the past, about 10% of UW’s freshman class has been international. He showed me the numbers on packets and, yes they worked out.

It’s not that they’re biased toward international students as much. It’s that those international students accepted chose UW.
