Is it true that nowadays for most social sciences majors, transfers are expected to have taken foreign language courses in their respective colleges before transferring to another college?

Depends on college. Many have a foreign language requirement (up to four college semesters) that is applicable to almost everyone and it is often expected to be completed if you transfer junior year but then many of those same colleges waive that requirement if you had 4 years of high school language. Then again there are a also a number of colleges that do not even require foreign language. So you need to check with particular college you are considering.

If I took foreign language in high school, will that be fulfill the foreign language requirements? or is it required that I take it at my college?
