I am an international student whose English is not my native tongue. I just read in UIUC website that "Non-native speakers of English need three years of their native language at the upper secondary level or two semesters at the post-secondary level prior to entry."
But does UIUC also accept proficiency exam results of my language(recorded as "S" in the transcript) from my previous institution?

You will have to check with admissions. What they are looking for is that you have completed the usual "foreign" language requirement applicable to those whose native language is English. When they talk about having three years in upper secondary school, it means whether you took courses in high school in your own language that are equivalent to what US students take in English, meaning mainly courses in literature, grammar and writing in your own language. If you have those from high school, you should meet the requirement. If you took proficiency exams in your own language at your prior college that might also meet the requirement, but I am not sure. UIUC uses proficiency exams for the same purpose and thus if there is an issue, you may be able to take one through UIUC as part of the admission process.
