Foreign Language Requirement for IGETC (UC Transfer)

Anyone know how the UC's gauge your understanding of a foreign language. So I'm in a community college right now and  will be transferring fall of next year. I'm almost done with all my IGETC requirements except a  Science LAB class. Long story short, throughout high school I wasn't required to take any foreign language  class ( was a graduation requirement) like my peers because I was a foreign student already and speak another language other than English fluently.
The thing is that I that know if the university will allow me to bypass this requirement (Note: my language isn't on the list of languages specified by the UCs that can exempt you from the language requirement but UCLA has it though). They say all u gotta do is take an exam both written an oral to show proof of proficiency in the language. So my question is, u guys know if other UC's have the same policy or is it just UCLA. (UCSB in particular because that's my #1 choice).
