I've taken 2 years of a foreign language. I'm taking a third at a nearby community college, in the hopes that that will pass the 3 year foreign language requirement some colleges have. But, the class is 4.0 credits. It's one semester.

How will I know if the community college Spanish class will fulfill another year of high school Spanish?

Ask your high school about their credit-granting policy for those classes, and ask some colleges. Seems like it will count as another foreign language class, as colleges will receive that transcript.

Foreign language is one of those courses where “college” study is not typically superior to high school study, so a 1 semester course is typically just that.

The point of the three year requirement is to attain a certain level of proficiency. That level can be reached in many ways. Some students (e.g. who have had language immersion study in middle school) may already have the proficiency when they enter high school. Many high schools have placement tests to help gauge the proficiency. Perhaps your high school will do that for you, and note that you have 3-year proficiency. Or, (and better for selective colleges) leverage your CC course and place into 4th year Spanish in your HS, and consider taking the Spansih AP exam.
