Currently I'm a sophmore in high school and I'm wondering if not taking Spanish 3 and above will affect my college chances. I don't particularly like Spanish because after two years of taking Spanish, I hardly see an improvement in my Spanish skill. I don't see the point in taking the class if I am unable to use it in the future. Also, my native language is Vietnamese, would this count as a language on the transcript or does it have to be an actual class taken?

You are asking the right question at the right time. Most colleges require 2 year of foreign languages, but there are schools that require/recommend 3-4 years. For examples, Harvard recommends 4 years. You can find these information on this website through super match.
