I only took 2 years of Spanish, and plan on attending university of kentucky. I looked on their website at the foreign language requirements, but couldn’t figure out how many years are needed? Does anybody know? And the same with the citadel as well.
As many as you can fit into your schedule, probably. To really stand out, 3-4 years is best.
http://www.uky.edu/registrar/bulletinCurrent/uga.pdf indicates 2 years (presumably means that you need your highest level to be level 2 or higher) for admission to Kentucky, although some divisions may have higher requirements.
Note that Kentucky’s Arts and Sciences division has a foreign language graduation requirement that is higher than the admission requirement: http://www.uky.edu/registrar/bulletinCurrent/a_s.pdf .

Yes, this link (http://www.uky.edu/registrar/bulletinCurrent/uga.pdf) tells you clearly what Kentucky wants. It was kinda difficult to find so I understand your confusion. Two is usually the basic minimum for foreign language but colleges, especially prestigious ones, prefer 3-4 years of foreign language. Those places want to see that you are pursuing the highest level of your academics possible including foreign language.
Here’s a similar PDF of requirements for the Citadel (http://www.citadel.edu/root/images/Admissions/pdf/coursework.pdf) It’s the same as Kentucky. Basic minimum requirement is two but you can always go higher.
