Which schools have the best foreign language programs? Are there schools that have consistently excellent coures for all their language offerings? Which schools offer the most languages?

Probably Harvard.

Look at Middlebury and Georgetown's School of Languages and LInguistics.

Georgetown, GWU, and American all have good language programs in addition to extensive varieties. American for example, in addition to your typical romance languages also has courses in languages like Farsi and Czech.

What about West Coast schools, particularly in CA?

Depends on the language.

UCLA has a great language programs in the Asian languages. Pomona College also has great Japanese and Chinese programs. I'm biased though, because I go to Pomona!

Stanford has a great department. On the east, you should try Columbia.

Generally middlebury is considered one of the very best for undergrad.

Harvard, Columbia, Chicago, princeton, gtown, stanford, etc and a few others are incredibly well known for languages.

Berkeley is one of the very best, if not the best for East Asian Languages, since berkeley does have a very big undergrad program, if you want it to be very personal, you are probably better off somewhere else for undergrad. But their PhDs in Asian studies and languages are all top 3, and many best programs in the US
