As mentioned in a previous thread, I had a rather unlucky (but world changing) experience studying in a foreign institution. Now I'm studying in a community college, finishing up credits I didn't complete before I left the country, and preparing to transfer to a UC/CSU when my foreign school informs me that they do not supply or send transcripts to institutions abroad!

I have my own copies of my transcripts, will UC/CSU reject my application if they do not receive the transcripts directly from the school?

I'm not going to transfer any credits over but schools require that I submit transcripts from previously attended schools. I decided that I could perhaps use the experience I had in that institution, despite poor grades towards the end, (along with the ECs I participated in) to increase my chances of being accepted by highlighting the learnings from that experience.

None of the credits will transfer, I'm quite sure.

I would contact the campuses International Adviser (You may not be an international student but obviously you have international records). They are aware of the Countries/Schools that will not produce additional transcripts and work with you to receive what they need. You should be able to contact the Undergraduate Admissions office and ask to speak with the international adviser or look for an email address.

*I'm not an international adviser so I won't be able to answer the question further than referring you to the international adviser at the UC campus.

so the UCs actually want your foreign transcripts/certs when you transfer from a community college? i thought all they needed was your CC grades? if thats the way it is, how come they dont need high school transcripts then?

According to the application, I'm required to submit all post-secondary transcripts. I don't understand why, since my entire transferable coursework will be coming from my community college. If I could somehow get around that requirement it would certainly make things easier!
