DS has procrastinated & I wanted to make sure there are no surprises 
so, other than the additional essay, is there any documentation (transcripts, LOC) required when you submit the scholarship application?

Nope! As long as the general application has been done on the Texas Exes site, then the only thing that needs to be done for the Forty Acres Scholarship is to submit the essay.

when it says it’s due Dec 1st, does that mean tonight at midnight or midnight of December 1st?

@FloMoMom is correct but, if you are anything like my DS make sure you click that submit button at 11:59pm! #:-S
They extended the deadline to the 8th fyi
