Are you referring to the Alcohol policy? That clearly says it applies to " events sponsored by University-affiliated student groups"?
If so, it does not apply. 1) As I pointed out earlier, the house in question is not University-affiliated; it is not a recognized frat. The house is no different than any other off-campus apartment/house where a bunch of students choose to share rent. 2) Moreover, the policy clearly addresses alcohol. The University chose to exclude drug use in this policy.
The only thing that I found in the policy was that drug possession/use is illegal and prohibited. Well, doh!.
But, before they expel students (for which they have paid), the Uni has a responsibility to clearly spell out what sanctions would happen for drug use. They do not, (or at least I could not find it). Absent a written, expulsion would likely get tossed on summary judgement.
The prohibited activities apply to “students and student groups/organizations (whether recognized by the University or not)”.

The possible penalties are listed at the end of https://studentaffairs.jhu.edu/policies/student-code/ (Student Conduct Process and Procedures). However, the choice of which penalty to apply appears to be completely discretionary (as opposed to specific penalties listed for specific violations).
