Might as well say that Medicare and Social Security advantage the advantaged. Universal benefit programs are better than handouts because

  1. They don’t incent people to not work with steep marginal tax increases.
  2. They gain widespread support so are less likely to be cut.

In any case, I don’t see giving the middle class a break being a bad thing.

The 4 year colleges may get less loan money, fewer loans taken.
