My parents have stated that for me to go OOS the price tag must be comparable to my state school.

How likely is this to happen?

If you are talking OOS public, not very likely. There are some states where the OOS publics compare very favorably, such as Missouri schools over Illinois; but in most cases OOS publics will cost more.

That is not necessarily true of OOS privates. If you are an attractive student or have good FA numbers, you can often go to a private for about the same if not better numbers.

The key is to have multiple options that you apply to and apply to schools with generous financial track records. Never, NEVER restrict your applications to only two or three schools. 6 to 10 applications would be good (OOS, IS, Private, & Publics).

Worked for us. We live in Vermont where in state cost more than OOS private.
