Freshman or Transfer? How does the Canadian Co-op program fit in?

I have a friend who wants to transfer out of a Canadian university into an American one from his freshman year. However he goes to a particular university that offers a co-op program, in which students work at internships to gain job experience. They do this during the school year. So for him, his first semester he is studying at his univeristy writing exams. However after December he will not be going back to school but starting a computer programming internship until june.
So technically he has only been in university for half a year. Would this make him a freshman applicant or transfer applicant? Would it vary from school to school?

Let me guess... he wants to transfer out of Waterloo.

In any case, since he will have less that 30 credits if he leaves after this winter, he will be considered a freshman (as far as I know, most schools won't assign any academic credit to work term experience).

I hope this helps.
